Nearly one-third of the country’s uninsured are between 18 and 29. Health insurance doesn’t offer them the same value that it does to others and so they go without. But, a recent article by two law professors (titled “Tontines for the Young Invincibles”) is proposing the use of an old and outlawed practice as a solution—the tontine. Participants pay into a pool of money and, if they don’t use the pool’s resources, some portion of their contribution is returned. A well structured policy could offer consumers low cost health insurance and incentives to live healthy.
